The Former President's Progressive Alarm Overlooks Europe's Real Threat: Technological Decline.

The recent US national security strategy presents a misguided assessment of Europe. It claims that open-border policies and so-called "woke" agendas represent an grave risk to the continent's identity. Yet, this argument is based on a fundamental misreading of the reality. The actual danger confronting Europe is not societal but technological and economic lag.

A Glaring Growth Gap Between the US and Europe

Statistics paint a sobering contrast. Between 2008 and 2023, US GDP grew by 87%, while a mere 13.5% growth for the EU. Over this period, EU GDP per capita fell from over three-quarters to just half of the American figure. Strikingly, even the poorest US state now has a greater average income than several leading EU nations like Italy and France.

Currently, about 50% of the global 50 largest technology firms are US-based, while a mere four are from Europe.

The Innovation Deficit: A Critical Problem

This widening economic gap stems from stronger productivity growth in the United States, fueled by breakthroughs and better use of resources. The landscape of global tech dominance is overwhelmingly American. Over the past fifty years, hundreds of American startups have grown into enterprises valued at more than $10bn, versus just 14 in Europe.

This disparity prompts a pressing issue: As the competition for future industries like AI, semiconductors, and fusion energy, what is Europe positioned? Most analysts agree it is essentially a contest between two between the United States and China, with European nations starting at a significant handicap.

Root Causes of Europe's Technological Lag

Several key reasons explain this innovation chasm.

  • Venture Capital: The US boasts a far deeper and agile system for financing new ventures. The EU has yet to establish a genuine unified investment market, which limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Complex and divided regulation hinder European business. A US startup can introduce a service under one regulatory framework to access a consumer base of over 330 million. The European Union, despite a larger population size, is split among twenty-seven separate regimes, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was historically met with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Military Investment: The US benefits from a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has weakened its capacity for pioneering research.

The Road Ahead: Grounds for Cautious Optimism

Despite these hurdles, there are causes for hope. Policymakers are growing more conscious of the severe threat and have started to advance substantial change. Notable analyses on European competitiveness and the internal market highlight the necessity of major changes.

With the right incentives and regulatory reforms, Europe's strengths might enable much higher levels of commercial innovation.

The continent still possesses significant advantages: high-quality workforce, excellent schools and universities, and world-class research institutions. Coupled with a large internal market and high savings rates, these elements could unleash a surge of venture creation.

Importantly, even if the EU does not become the leader in creating next-generation tech, it can still dramatically boost economic output by adopting and adapting innovations from elsewhere.

An Inflection Point

The European Union now stands at a critical moment. As the saying goes, decline often happens "gradually and then suddenly". So far, the continent's slide in innovation has been gradual. But, if it fails to take decisive action to tackle its deep-seated problems, today's slow erosion could turn into a sudden and irreversible decline in world influence.
